PS3 game modding question Empty PS3 game modding question

OK, so got a copy of NAtURAL DOCtRINE, decrypted the dataPS3.psarc file, got a bunch of SCN files, GTF files and BIN files, navigating through the folders I found a skillParam.bin file, open it up with notepad and read some basic words like SKILL_Auto_SnatchAttack or SKILL_Command_Cradle but because is a bin file I don't know how to read and edit all the values in that file.

If I can read and edit the files I should be able to mod the stats or skills for the characters, does someone know which program can I use to read the PS3 NAtURAL DOCtRINE decrypted files?
