Hex Editing question Empty Hex Editing question

I been trying to read up on how to hex edit and what not since some hex codes posted on the forums don't work properly, therefore requiring me to either ask somebody or try to fix it myself. But what I don't get is how people are able to find certain hexes for in-game values. Is it all done by trial and error?
